Current status and mental health of foreign LGBTQ-Support from Japan and Australia-
報告文「外国人LGBTQの現状とメンタルヘルス～日本とオーストラリアの支援～」
この分科会では、英語話者向けのピアサポートを主催する河津さん、外国人LGBTQをクライエントに多く持つ心理セラピストの山田さんに具体的な状況と支援について伺った。また、オーストラリアでの実践も具体的にご紹介頂いた。
まず河津さんからは、日本における外国人の状況の近年の概要について説明があった。外国人は増えているが、政府や自治体は外国人を歓迎すると言っているわりに、かれらが暮らしやすい状況を積極的に作り出そうとしているとは言い難い。外国語での情報提供は少なく、医療にかかるにも、住民として手続きをするにも、支援が少なく孤立しやすい状況とのことだ。ましてや、外国人で且つLGBTQである場合は、言語、文化、価値観、習慣などの違いから孤独に陥りやすく、コロナ禍がそれに輪をかけている。ピアサポートの場ではそうした仲間との出会いが助けになったり、情報提供、交換の場として重要な役割を果たしている。
山田さんからは、LGBTQの外国人がぶつかるバリア、抱えやすい困難について解説頂いた。LGBTQであるがゆえに、通訳を使いにくい、診断が遅れがち、助けを求めるハードルが高い、自国のコミュニティ内でも孤立しているなど、何重にもメンタルヘルスに負担がかかる状況になる傾向があるという。こうした日本の状況に対し、オーストラリアでは、包括的な支援が医療機関で行われていることもご紹介くださった。医療機関が当事者団体に相談するセカンダリーコンサルテーション、医療機関で当事者が事業を評価し改善のためのアドバイスをする消費者パネルなど、当事者を中心にもってくる支援のあり方は、非常に理にかなっており、日本でも広がっていくことを願う。
お二人の対話では、具体的な困難事例なども紹介され、日本での外国人LGBTQ への支援の足りなさ、今後の各機関との連携の必要性などが浮き彫りになった。今後、セーフティーネットの構築のための更なるネットワーク作りが求められるし、実践していきたいというお二人からの呼びかけで締めくくられた。質疑応答では多くの質問が寄せられ、外国人への支援について真剣に考える人たちがいることに励まされる思いであった。東京はもちろん、その他の地域でもこのようなサポートの輪が広がっていくことを願いたい。

We hope they will give you an opportunity to think about what you can do to make them more accessible to the local LGBTQ community and local medical and welfare education. Let's take action in the LGBTQ community to become an inclusive Japan where you can truly feel diversity.

With a background of living in Australia for 20 years and the experience of having to adapt to Japan as a returnee, he is familiar with the problems that foreigners are likely to fall into, and is often close to the double minority party of sexual minority x foreigner. We are engaged in activities to promote a culturally symbiotic society.
A monthly peer support meeting for LGBTQ English speakers living in Japan is held at " Colorful @ Heart " in Tokyo.
Yamada Taeko
He holds a Master of Social Work degree and a family therapy qualification in Australia. Returned to Japan in 2019 after working as a coordinator for HIV / AIDS related organizations in Japan and overseas, a gender clinic in Melbourne, Australia, and a DV support group. Currently, he is mainly involved in supporting the international community centered on Tokyo as a psychotherapist at TELL Japan . He is also a hypnotherapist, fitness instructor, staff member of the LGBTQ family group, and a board member of the International Family Equality Day (IFED) .
